At the beginning of the COVID-19 pandemic in 2019, City of Melbourne required a quick solution to replace their existing swipe card entry system to support them in adhering to new government mandates that required accurate record of staff and visitors entering the building.
To achieve this, Comply Group assisted City of Melbourne with setting up multiple QR codes placed at various entrances to their buildings, allowing for more accurate contract tracing. When outbreaks occurred, the organisation was able to quickly notify all potential cases via SMS without delay, mitigating the spread of the virus amongst their workforce.
Due to the organisation’s varying requirements for capturing information from staff and visitors, they used separate QR codes integrated with the Service Victoria QR codes, enabling City of Melbourne to remain compliant with the government’s mandatory use of the app.
During lockdown in Melbourne, due to re-deployment of staff working in the office and at home, it was a particular challenge for the organisation to keep track of who was reporting to who each day, and therefore difficult to stay on top of company compliance regulations. This was mitigated through the use of Comply Group’s Master Dashboard. Management were able gain multi-level access to staff check-in data to determine who was responsible for the people on site to meet their compliance obligations.

When vaccinations became mandatory in Victoria in early 2020, City of Melbourne needed a simple way to track their staff vaccination status, as well as following up on medical exemption expiries to ensure the organisation was remaining compliant with government mandates at the time.
Furthermore, City of Melbourne needed to verify that those entering the building had the required number of vaccination doses, as well as keeping track of medical exemptions. Comply Group’ Visitor Management software provided a simple way for the organisation to contact staff members, reminding them to update their medical exemptions and/or book in for their vaccinations.
Managers were able to customise the platform to create auto-reminders to notify staff members when their compliance was dropping, with built-in requests for staff members to update their details when necessary.
City of Melbourne also required a digital system to replace their manual entry processes. Security are now able to monitor staff and visitors entering the building via the Comply Group Real-Time Panel, with an increase in ease of use, allowing visitors multiple options for checking in based on their access requirements.
What began as a direct response to the COVID-19 pandemic has carried forward into the everyday use of QR codes to support the organisation in maintaining staff and visitor compliance, beyond a COVID-19 use case.
The Comply Group team continues to work with City of Melbourne, with weekly feedback sessions to provide ongoing support with the software. The Compliance Passports and Visitor Management platforms are continuing to expand based on the specific requirements of the organisation.
